Seems daft to srart 'Dear . . . .' when you've never met them.

And is it still the old 'yours faithfully' and 'yours sincerely'? Seems a bit dated, imo.

Dear is the correct form - if you use their name you end it "sincerely" and if you dont (eg Dear Sir) you end it "faithfully"

It's acceptable to just start the letter with a Sir or Madam.
