why are these offenders not arrested and rehabilitated?
i'm fairly sure he wouldn't have had the nerve to smoke crack on the street

Someone in our street has been having a clear out and has left their stuff out on the pavement to be uplifted by the council. Been out for three days. This morning there were pillows, blankets and other stuff strewn all over the road. Probably some drunk kid.
