There is a theory that one reason for lower crime in those days was police corruption.

They did not want a repeat, so Nipper Read was not encouraged to go after the Krays too hard. Later in the 60's the government felt the Krays were becoming too popular, because celebrities liked to be seen with the Krays Nipper Read was then the go ahead to bring them down, which he did. Nipper Read always hated the Krays. |
