As the local shop is paid a % commission when you play; shouldn't you get a discount if you play online?

Yes and if you switch channels whenever a Lotto ad comes on TV you should get a discount for that too.

Hardly fair you should contribute to the cost of ads you're not watching is it?

Alternatively they could price all the tickets the same, and pay a bonus if you bought the winning ticket online rather than in the local w og shop
