Corns are the "aggregates" of salt. It's salted beef. And one can salt what one likes.

corned beef has the word beef in it because......


Sadly a beef product can have any part of a cow (beef), heart ,tongue, etc


the label is clear.

Being serious for a minute....

To add to LFV's post, My butcher sells Corned Beef; He does not make it himself and the source is a secret but it is made from Brisket and in the UK. He is a proper butcher (and grazier) though, and makes his own Salt Beef (from Brisket), smokes his own bacon and makes his own Black Pudding which is to die for.

If you watch too much Man v Food you will see that American corned beef is not remotely like UK corned beef.
