Looking at t he entry conditions I'm a little unsure.
Is it the case that a horse cannot revert to this race if he has already run over hurdles or must it have won a hurdle race ?

I think you are right. It is only eligible if it hasn't won a race over hurdles/fences. I think from memory there's also something about not having had more than 6 runs over obstacles but I could be wrong on that.
