"whatever race he runs in" is not a plot. It means he's not good enough to win anything but connections are hoping if they delay a decision long enough, one of the handicaps will cut up.

![]() Do you notice that when there's two or more trainers on a panel, one trainer will tip up the other's as having an each way chance out of politeness |

They do that all the time Tommy, then they throw in the 'because he's trained by' as a positive aswell. One day someone with less horses than Steptoe will turn up at a preview, with a 200/1 runner, and someone will tip it up because they 'heard it's fancied'.
