tote should follow u.s. model on jackpot

If someone gets 6 of 6 then 25% of pot is paid as a consolation to those who get 5 of 6. And if no one gets 6 of 6 then 25% goes to those with most winners and only 75% carried forward. I think more people would play it if they knew they would still get money missing a leg. Btw I noticed the tote trifecta often pays zero. Does that mean no one won it? If so, what happens then?
