How are the numbers allocated to horses that run at Cheltenham

How are the numbers allocated to horses that run at Cheltenham (not just the gold cup but all races). Is it based on form and weight carried?

Are you talking about the cloth numbers? If so it's based on Weight carried primarily, then alphabetical order. This is the same for all UK race cards.
