The answer to this question maybe obvious but please bare with me.
Why are PP offering money back if your horse finishes second to Cue Card.
Is it because they have enough cash taken on cue card and want to reduce their liability by getting punters to back something else or is purely for publicity?

Because it's a great publicity stunt and a good way of looking like they're laying Cue Card while actually keeping him bang on their side!

With the competition to lay him top price I wouldn't be surprised if he didn't start the race favourite!

If one bookmaker moans they took a loss on him when he bolts up I for one will not bet with them again, they're gonna get all they deserve!
