Would appearance money for the offspring of British based broodmares and sires being paid to the breeder not be the answer.

Sliding scale, 100% if the mare was British based, and the sire also, then reduce accordingly.

Only awarded to British based races.

Reduction if sold as a foal.

British based mare, oversea's sire -50%, flip accordingly.

Then a further reduction according to the class of race.

It would produce income over an extended period for those producing the product, and encourage British based breeders to remain in the the UK.

Funded three ways......Levy on entry ticket to the race track, by the track themselves, and by the bookmaking industry.

Not going into the fine detail, but I think the thought process is clear.

so, ultimately, the punter/racegoer pays (which he already does).

How about a super levy on sales over €500,000? or on stallion fees in excess of €25,000? or on stud farms whose stallions cover more than 80 mares in a season? or on horses that are exported abroad for mega money after winning maidens? or by the breeders themselves via a levy? (why does all EBF money go to owners only?)
