When a horse is described as IRE or FR etc . Does it mean the Country where the horse is foaled or where the Mare is covered or the Nationality of the Mare or Sire. In other words what criteria is used? Thanks

ante is correct but it is a bit bizarre. If you take an English mare and get it in foal to an English stallion then send it to an Irish stud for the subsequent covering, the foal is considered as Irish.
