RVL board members got tips from Damien Oliver/Moody let off for positive swabs

Dear Punter,
We thought we’d give you an update given the recent report delivered by Sal Perna (Racing Integrity Commissioner).  Firstly, Mr Perna’s message was quite clear – there’s nothing to see here and everything appears to be fine BUT just in case I think we need to introduce an independent body to police racing, trots and the dogs.  It was laughable however the end result was what every punter wants – i.e. a panel, independent of RVL , that can police the sport.  Even though this was a de facto way of saying that Mr Perna had no confidence in RVL’s ability to police racing we believe that nothing short of a complete clean out of the RVL board will be adequate to set racing back in the right direction. If the events of the last 12 months had happened in any other “private” company the board members would have been disbanded long ago. We see no reason why the same rules should not apply to racing.  Accordingly,  we have written the following letter to Mr Napthine (Racing minister):
Dear Denis,
We support racing free of charge to over 2,000 punters via our website lucky88.com.au which is a free ratings service to punters.  We also write opinion pieces on current events and have found our subscribers are very supportive of our views.
We are writing to inform you that we have no-confidence in the RVL board and
think that nothing short of a complete clean out of the board members is required in order to clean up racing. There are two damning issues that we are aware of that should make your decision easy to justify:
Firstly, we are aware that Damien Oliver’s lenient sentence was due to the fact Damien threatened RVL board members (Michael Duffy included) with releasing information about tips he had given them over the years.  Accordingly, it was agreed that Damien could ride through the carnival, would receive a limited suspension so he could ride next spring and was not fined even though he received the proceeds from his illegal bet.  We challenge Mr Duffy and Mr Oliver to take us to court and perjure themselves if they so desire but we are sure our information is correct as we have received it from two unrelated sources.
Secondly, we are aware that Peter Moody had several positive swabs for a banned substance last year but was never fined or suspended.  We suspect this was to ensure
the Black Caviar show was not interrupted and RVL could ride on her coat tails for as long as possible.  We believe RVL and Terry Bailey were aware of these positive swabs but did nothing to act on them other than to ask Mr Moody to discontinue using the drug on his
horses.  We noticed Black Caviar fell in at Ascot and Mr Moody has struggled to maintain the level of winners he previously had but are somewhat confused as to why no action has ever been taken?  We conclude that Mr Moody was deemed too big to fail and accordingly above the law.  The decision to let this slide appears to be inconsistent with the recent decision to penalise two interstate trainers.  Once again, RVL has shown it is willing to protect the image of Victorian racing at the expense of its moral compass and ensure they can backslap each other at their ability to cover up what would have been the equivalent of a Lance Armstrong scandal.
Perhaps Sal Perna’s knowledge of the above two points (if indeed he is aware of them) has resulted in his request that an independent body be set up to police racing even though he curiously says that “Stewards have done an excellent job” and racing is a “Healthy industry”.
It is for these two reasons above that we issue our own no-confidence in RVL’s ability to police racing.  We ask that you investigate these matters (unless you are already aware of them), especially given the resources at your disposal  (i.e. Mr Perna etc.) and conclude, like us, that nothing short of the complete disbandment of the RVL board will suffice.
We also ask that the electoral process for future board members be changed to ensure that the board does not become the boys club it currently is.  The current electoral format ensures it is nigh on impossible for an outsider to gain a seat on the board.
We are confident our information is correct and we have sent a copy of this letter to our 2,000+ subscribers who are all devout racing followers and supporters of the industry as we feel it is our duty to make them aware of the facts.  As the racing minster we hope that you can implement changes which will change the course of Victorian racing history forever and which could become your legacy to an industry which has lacked leadership for so long.

These charges from  lucky88.com.au  go to the bedrock of racing authority's creditability in Victoria and their attempts to maintain still waters could equally be applied to racing in N.S.W.
