I do not think a reduction from 40 to 30 runners will reduce fatality number. Incidentally the Irish National is 30 max. However, experience on the National course may. Also, introduce certain/specific races for qualification to race may help too.

It must be very difficult to ascertain what would improve horse safety in the race when a novice has just won it.
