I'll have a stab at one of the horses rated 139.

What would be the rules for horses equally at the cut off point. I was told by someone they sort them by official OR at that time and then ballot if necessary.

Anyone with a definitive answer as can't find it online. My one is perilously one of the 139's and just trying to determine how brave to be ante-post.

Guru, I'm pretty sure it's decided by OR, and then a draw to decide any who are equally rated. Apologies if this has changed, or I'm just wrong.

I think your 139 horse should be ok, horses 77 to 82 from the original entries normally get in as number 40, so I'll go for Alpha Victor, or Mountainous being last in.
