By Patrick Weaver

FOR the first time in British horse racing's history, Stewards' Enquiries determining the outcome of a race are to be broadcast live by the BBC at this year's Investec Derby Festival (Epsom Downs Racecourse 4-5 June).

The inner workings of the Stewards' room have been closely guarded for nearly 250 years, but now the public will be able to see the procedures that affect the destiny of millions of pounds of punters' money.

This access to racing's referees, which is unprecedented in Britain, will coincide with the showing of the Investec Derby, Oaks and Coronation Cup, three of Britain's most prestigious and valuable races.

Racecourse Stewards are tasked with, among other things, determining the result of a race when something has occurred in running which may have affected the final placings. The Stewards have the power to amend the result of a race through the relegation or disqualification of participants.

To date, Stewards' Enquiries in Britain have been conducted behind closed doors but the sport now believes these events are an important part of the race day drama and should be able to be seen by racegoers and TV viewers. These initial live broadcasts are being undertaken on a trial basis so that those involved can assess feedback from both the public and participants.

It is yet another step towards modernising British racing, as part of a wide reaching campaign by Racing for Change to broaden the appeal of the sport. The trial will also help the sport to be more open and transparent.

Historically, The Jockey Club was responsible for the policing of the sport but this is now the task of the British Horseracing Authority. At every UK race meeting, at least three Stewards are responsible for deciding if the Rules of Racing have been breached. One of those Officials will be a Stipendiary Steward - many of whom are themselves former jockeys.

When it is possible that the race outcome might have been affected, time is of the essence in these enquiries since punters are waiting to be paid out and subsequent races cannot be delayed. Technology plays a key role in the process, and the Stewards at Epsom Downs will have instant access to up to seven different camera angles if interference has taken place. The Stewards have the power to amend the finishing order of the race by relegating, or disqualifying a horse, if they form the opinion that a horse receiving interference in a race would have finished in front of the horse which caused the interference.

Wonder if you will see any fast fingered stewards on betfair emptying at 1.04 seconds before the betting is suspended.

some of our stewards do make some funny decisions, your Fallon can thank 1 of them for getting off in that court case, to me the court case seemed a bigger fix, than any of Fallons rides

The telly luvvies will be all over it (human drama being far more interesting than showing horses running round a field) but I doubt it will bring in a single new racing fan which is the raison d'etre of Racing For Change.

We don't get to see 'their' deliberations though, which is the most important bit.

Don't know why they even have jockeys in enquiries, everyone can see what happened and if jockeys aren't going to twist or bend the truth to suit their cause then who is?
