The real Paul Carter is a horrendous man who thinks he is better than everyone else in that council.
What I find amusing is that his 'overdraft' is near its limit. He earns a huge wage - drives a very expensive car - and he is on an overdraft limit? Having a laugh.

yes, I have spoken to his office a number of times, and he is rude to the staff there and to the other staff in the council.
No, I dont think I have ever spoken to the other Paul Carter, but may have.
Why has the guy fled the country? How long does he think £21,000 will last him?
Knowing the council, he has probably moved to Gillingham, and is sat at home watching Jeremy Kyle.
