I think the problem the likes of TIU have is finding someone guilty under law for match fixing is incredibly difficult. And because they don't want to pursue cases they won't win, this is why you end up with not a lot happening.
The thing I don't understand about a case like this is how the Italian Federation are even allowed to do this. Under what law do they have the power to ban players from the game? As Edy said in another thread, they recently banned Starace, and the evidence against him seemed to have him hung out to dry. However Starace had his ban overturned by CAS, and this again probably comes back to why the TIU don't appear to do anything.
