Why does it have such a large roof and yet hold few people?

the roof is a distraction to drink flyers, joyriders on gliders and generally anything in the air that shouldnt be. Spanish officials wanted to keep these crazy people away from the area and a big roof makes them take a wide berth when in the area.
I think the lighting looks very strange and I've been wondering whether it's a distraction for the players all week.
