Its just an excuse to why they haven't picked up the phone and voted. Top of the leaderboard doesn't necessarily mean safe in these contests.
According to the Star leak - in week 4 when DVO wasn't top of the leaderboard she fell down to 9th in combined scores.
Occams Razor here - she isnt getting votes because shes not popular
