does it really matter, if it's been clarified 'for betting purposes'?
different companies have different rules. generally, if a company is of the "one flake of snow has to fall" persuasion then sleet is fine, as sleet is a mixture of rain and snow (well durr) so one flake of snow will have fallen.
I really don't know. But somebody has been confidently saying that sleet is snow and has consistently ducked any queries.
