i think you have missed something here. they have actually tightened the residence rule from 3 to 5 years
but this rule seems to be to redress countries capping young players to tie them to that country then they
get discarded.
lets not muck around it is mainly NZ & Aus capping Pacific islanders.
There are now a bunch of guys looking at going back to Samoa, Tonga etc.
There may be some cases in Europe but won't be very many.
