Not sure if accurate predictions would have made much difference. No amount of emergency planning would have prevented that deluge destroying homes and infrastructure. We were in the area east of Malaga (Nerja, Almeria) in February and it was like a desert with temperatures already in the mid 20s. No idea if it rained much there but if it did it would cause real problems as dry river beds were converted to footpaths, children's play areas etc. Locals told me that there has been no water in the river bed for years!

Yeah, we'll always be comparatively protected as we aren't an arid country, though any place that has no rain for a few weeks followed by a downpour will see flooding as the ground just can't absorb it. But the hotter and dryer countries are gonna feel the pain with these wild weather changes.
