Latest figure for the deaths is 72!

Sounds like a catastrophic failure in flood and infrastructure planning.

No matter how dry your climate you need to plan for the WCS.

Look at the LA river, probably never had more than 6 inches of water in it.

They did plan Nobs but sometimes Biblical is stronger than man made. They altered the course of the river in Valencia after the previous catastrophe.

Ver unfortunate and sad. These things do happen. They have good warning systems too so not sure how they underestimated the damage

Not sure if accurate predictions would have made much difference. No amount of emergency planning would have prevented that deluge destroying homes and infrastructure. We were in the area east of Malaga (Nerja, Almeria) in February and it was like a desert with temperatures already in the mid 20s. No idea if it rained much there but if it did it would cause real problems as dry river beds were converted to footpaths, children's play areas etc. Locals told me that there has been no water in the river bed for years!

Yeah, we'll always be comparatively protected as we aren't an arid country, though any place that has no rain for a few weeks followed by a downpour will see flooding as the ground just can't absorb it. But the hotter and dryer countries are gonna feel the pain with these wild weather changes.

Also a big difference between lowland floods when the water rises slowly and valley floods which happen very fast.

Every hamlet and town needs flood planning.

Water has to be able safely to escape a town just as fast as it arrives.

Go along the Cote d'azur and you'll see every river running through a town has been chanelized. They look awful like the LA river but they do a job.
