Nearly 2,000 prisoners to be released on single day (tomorrow) The move is an attempt to reduce jail congestion in order to incarcerate the rioters sentenced under Labour’s ‘tough’ approach. The SDS40 scheme, which will free 5,500 prisoners over two months, will be launched on 10 September for those serving sentences of five years or less. A second tranche of prisoners will be released on 22 October for those who have served sentences of five years or more
PROBATION staff say they will be overwhelmed by the early release scheme of prisoners which starts from tomorrow.
Officers have had as little as a week’s notice — instead of three months — to prepare to monitor and rehabilitate serious offenders.
Helpers from offender support charity Catch 22, which works with the probation service, will be at bus and rail stations near prisons to assist them.
Around 5,500 prisoners will be released by October 22.

The chief inspector of prisons for England and Wales has warned that today's early release of around 1,750 offenders is going to be "risky".
It is being done to create space in the country's overcrowded prisons and the government insists the alternative was "unthinkable" and would have led to a "total collapse of the criminal justice system".
But HMP Chief Inspector of Prisons Charlie Taylor told Sky News: "It's a risky time with so many prisoners coming out at the same time. Normally, there are about 1,000 prisoners coming out a week. Most of those 1,000 prisoners will still come out this week. But on top of that, we've got 1,700 other prisoners, and then in October, we have another tranche of around 2,000 coming out as well, inevitably, that puts some risks into local communities and greater strain on already stretched probation services."

Keelen Wong, 22, was killed on Coldharbour Lane in Brixton in front of "horrified" witnesses as he was leaning into a car to speak to the driver, the court heard. Prosecutors also allege the attack on 3 October was in revenge for an earlier murder of an associate of the defendants. Kyiza Sandiford, 23, and two 16-year-olds, who cannot be named due to their age, all deny murder. 'Shocking footage' The court was told that as Mr Wong was talking to the driver, three attackers ran towards him "with their hoods up and their faces obscured". Prosecutor Jacob Hallam KC alleged Mr Sandiford "struck the blow" and said he did so with a knife that was "jointly owned" with the other two defendants. A woman, who was sitting in a car directly behind the VW Polo, witnessed the events. Prosecution barrister Jacob Hallam KC said: "It unfolded literally directly in front of a horrified motorist called Kate Campbell. "She was sitting in a queue of traffic lights, waiting for the lights to change." Dashcam on Ms Campbell's car "recorded everything", the court heard. Jurors were warned beforehand by the barrister that "it is inevitably, of course, shocking to see footage of a man being stabbed to death on a street in this, your city". A man in a nearby taxi, David Livingstone, also witnessed the events. Mr Livingstone heard the alleged knifeman say to Mr Wong, "You think I wouldn't catch you?" before the attack, the prosecutor told the court. Mr Hallam added: "The horrified Mr Livingstone got out of the taxi to see what he could do to help." He said: "From conversations that (the 16-year-old defendants) had, which were recovered by the police in the course of their investigation, it would appear that the killing of Mr Wong was in response to the earlier murder of an associate of the defendants." Mr Wong suffered a wound that was "at least" 10in (26cm) deep and was pronounced dead at the scene. Mr Sandiford, of Merton, south-west London, and the two other defendants all deny murder and having an article with a blade or point, with one of the 16-year-olds denying a further charge of having an article with a blade or point. The trial continues.

A killer who stabbed a woman 60 times during sex has been cleared to be freed by the parole board. Steven Ling, a farm worker, was jailed for life in December 1998 after murdering Joanne Tulip, 29, in Stamfordham, Northumberland, on Christmas Day a year earlier. Ling was initially ordered to serve at least 20 years behind bars, but in 2009 a High Court judge cut the minimum term to 18 years. Ms Tulip's mother, Doreen Soulsby, has condemned the decision, calling Ling "a very dangerous man".
Mrs Soulsby says the decision to allow his release has shocked her and her family. "I'm just worried sick for the safety of women and girls on the streets that this man should be in the community," she said. "If he sees a pretty girl walking down the street what's he going to do? He might not reoffend straight away, but he will reoffend. "We heard a lot of shocking things at the parole hearing in July, it's just the way this man is wired."

A man freed from prison under the Government’s early release scheme is alleged to have sexually assaulted a woman on the same day he was released. It is understood the man was released as part of the policy, which aims to ease prison overcrowding, on its first day on Tuesday.
He is alleged to have reoffended in Sittingbourne in Kent on “the same day released”, according to court documents seen by the PA news agency. He was later arrested at an address in south London.
He appeared at a magistrate’s court on Thursday charged with sexual assault, and is due to appear at the crown court next month. The man has been recalled to prison.

A TEENAGE boy has been found guilty of murdering a man who named him in his dying breath after being fatally stabbed.
Sanchez Tate, 18, had attacked 21-year-old Mohamed Abdi Noor, who had blamed him for knocking over his motorbike.
Prosecutor Catherine Pattison had said: "Before he lost consciousness, Mr Abdi Noor said 'Sanchez' and repeated it - meaning the name of the person who had stabbed him."
"Nothing else appeared to come of it. As it happened, Mr Abdi Noor took his own motorbike to be repaired.
"The damage to the motorbike was still being repaired on the date Mr Abdi Noor died."
Judge Mark Dennis KC adjourned sentencing until November 21 following the guilty verdict.
He told the defendant he needed more information about his "plainly rather troubled past".
