Official figures recently showed shoplifting had hit a 20-year high but only 14 per cent of cases result in prosecution. Mr. Weston said shoplifting had rocketed because “organised criminals steal on demand and sell the goods on”. He said there had also been a “general increase in casual theft”.

Makes it sound like the number of organised criminals in this country has increased significantly.  But we can't really tell until we profile the types who carry out these crimes.  In the mean time we could free up space in prisons by releasing all those who have done nothing more than tweeting nonsense.  Then we could lock up some shop lifters.
