A list of the 47 companies referred to the government’s VIP fast-track lane for contracts to supply PPE has been revealed. These are five of the significant political figures whose referrals ended up with the companies winning contracts.
Michael Gove According to a leaked document, Gove referred two firms that were listed in the so-called VIP lane during the pandemic. One was co-owned by a businessman, David Meller, who donated £3,250 to support Gove’s unsuccessful bid to become Conservative party leader in 2016. The company, Meller Designs, normally manufactured fashion and beauty products.
When Gove was education secretary, he appointed Meller to be a non-executive board member of the education department in 2013. Meller has been involved in running schools. A source close to Gove said his office merely passed on the offer from Meller Designs to supply PPE and he and other ministers were not involved in decisions about which companies should get contracts.
Gove’s office also referred a little-known Chinese firm, Liaoning Zhongqiao Overseas Exchange Co Ltd, which received a $15m contract for PPE.
A spokesperson Meller Designs said it was “extremely proud” of the role it played in supplying “more than 100million items of PPE”. A spokesperson for Gove denied that that the referral had involved any impropriety, saying he passed on offers to supply PPE.
Matt Hancock The former health secretary made four referrals of companies that were fast-tracked and successfully won contracts. He has said he considered them credible offers. One of them was Excalibur Healthcare, which won £135.4m in contracts. He also referred Nine United, which won a £80.7m contract, and Monarch Acoustics, which won a £28.8m contract. He made a fourth referral of JD.com, China’s biggest retailer, chaired by the billionaire Richard Liu. This related to a free donation of PPE rather than a contract.
Hancock was approached for comment.
Andrew Feldman The Tory peer and former chair of the party was drafted in by the Department of Health to consider offers of PPE supplies. He made three referrals that ended up in the fast-track: SG Recruitment, which won a £79.6m of contracts, Skinnydip Ltd, which won a £12.8m contract, and Maxima Markets, which won a £1.85m contract. He said he had no previous knowledge of the companies or commercial relationship with their owners, and his unpaid job was to pass credible offers on to officials. The companies were referred to him by third parties, and he had no knowledge they had ended up in the fast-track lane, Lord Feldman added.

Three firms were referred by Agnew, a relatively low-profile minister who holds posts in both the Cabinet Office and the Treasury. One was Uniserve, a British logistics company that was one of the largest recipients of pandemic deals handed out by the Department of Health and Social Care without an open tender. It received eight contracts valued at £876m. The others were Worldlink Resource, which received two contracts totalling £258m, and Euthenia Investments, which was given a contract worth £880,000. Agnew was first revealed to have made referrals in a legal challenge brought by the Good Law Project in April. The Cabinet Office said Agnew had been referring companies that approached his office. Uniserve said the Department of Health and Social Care had approached it directly and that it had no connections with Agnew.

Mone last year denied to the Guardian via her lawyers that she had “any role or function in PPE Medpro, nor in the process by which contracts were awarded to PPE Medpro”. A lawyer for Mone has confirmed that she stands by that statement.

The Guardian reported this week that leaked documents indicated that Mone and her children secretly received £29m originating from the profits on these contracts after her support helped the company, PPE Medpro, secure a place in the “VIP lane” that the government used during the Covid pandemic to prioritise firms with political connections.
After Mone’s approach, PPE Medpro secured government contracts worth £203m to supply face masks and sterile surgical gowns.
The leaked documents, which were compiled by HSBC, show PPE Medpro paid at least £65m in profits to Mone’s husband, the Isle of Man-based financier Douglas Barrowman, just months after securing the contracts. Barrowman then made a series of distributions from those profits, including a secret £29m payment to a trust that benefits Mone and her children, the documents indicate.
However, the gowns that PPE Medpro supplied under the second contract, for which the government paid £122m, were rejected by the Department of Health and Social Care (DHSC) after a technical inspection carried out by officials, and have never been used in the NHS.

Sorry to disappoint you lefty conspiracy theorists but in the real world ,nobody keeps stock (storage charges and dead money) we all rely on real time deliveries ,inventory management systems ,so there was a worldwide shortage of ppe caused by worldwide epidemic. Greedy people made a lot of money by purchasing a commodity in a rising market and selling to the highest bidder and bears do **** in the woods. In his email, Hardman was at pains to point out “I am not in professional practice and therefore do not and will not provide Baroness Mone with legal representation.”
This was an important clarification, since John Gregory Hardman was struck off as a solicitor in January 2011 and prohibited by the Solicitors Regulation Authority from practising as a solicitor. When questioned about why he had been struck off, Hardman declined to tell us. He was more forthcoming, however, about the true nature of the ownership of the Lady M, confirming that LM Yachts is indeed connected to… you guessed it… Doug Barrowman.

When PPE Medpro was incorporated hurriedly in May 2020, in time to construct an opportunistic supply chain to win enormous government contracts for PPE, its 100% owner was declared to Companies House as Anthony Page, an accountant (later dismissed for gross misconduct, which he contests) employed by Doug Barrowman. Page was also a director of LM Yachts Limited, owner of the Lady M. The New European is confident that LM Yachts’ ultimate beneficial owner is Barrowman.
Mone’s claim that she has no interest in a yacht bought by her husband and named the Lady M, a photograph of which she posted on Instagram with the caption “business is rewarding”, is in the eyes of any reasonable person absolutely absurd.
The claim they didn’t specifically use profits to buy the yacht and refit it to the tune of several millions is equally spurious. Arguing the toss over what pool of their money was used to buy a £5m yacht months after profiting to the tune of £60m from PPE Medpro is moot.
The truth is, Barrowman and Mone lied about their involvement in PPE Medpro. She continues to be evasive about the ownership of the yacht. After months of denying she had any ownership, “direct or indirect” of the yacht, her husband appeared on the PPE Medpro “documentary” admitting the boat was, after all, bought by him. They both dissemble about who benefits from the more than £60m they took in profit from the government while “doing their bit” for the country.
In the BBC interview, Barrowman admitted being the ultimate beneficial owner of PPE Medpro. That should have been disclosed in the company’s official filings. As lawyer Dan Neidle points out, knowingly failing to disclose the true owner of a company is a criminal offence under the Companies Act. Barrowman claimed his ownership was hidden to protect his privacy – there is no such exemption in the Companies Act.

The screenshot above looks very much like a WhatsApp message (in dark mode) and is dated "4 Oct 2020".
In which case, it looks like you do have access to your WhatsApp messages from 2020 and therefore there can indeed now be inquiry into "£85m of deals that are subject to a legal challenge."

That is very gallant of you, Dr Crippen, but the fact is that if Michelle Mone hadn't had Michael Gove on speed-dial, the couple would not have been gifted £200 million in contracts. Even then, they could have got away with it except for compromising on the quality of their offering to maximise their profit. And I believe the leaked bank statements show that our money was moved into their trusts the same day Govt paid them.
So that is the position. Can we get our money back? Unlikely. Should she still be allowed to moist the benches of the House of Lords? I don't think so.

A 46-year-old man has been arrested as part of the National Crime Agency (NCA) investigation into PPE Medpro, the company led by Doug Barrowman, husband of Baroness Michelle Mone.
The NCA opened an investigation into the company in May 2021 into suspected criminal offences committed in the procurement of PPE (personal protective equipment).
The company was awarded government contracts worth more than £200m after Baroness Mone recommended the firm to ministers during the Covid pandemic.
Baroness Mone, 52 and Mr Barrowman, 59 have denied wrongdoing.
In addition to the NCA investigation, the company is being sued by the Department for Health for £122m plus costs for "breach of contract and unjust enrichment".
The NCA said the suspect, from Barnet, north London, was held at his home on Wednesday morning.
The agency said he had been "arrested on suspicion of conspiracy to commit fraud and of attempting to pervert the course of justice".
Baroness Mone, born in Glasgow, founded the lingerie company Ultimo.
In 2015, the Conservative government appointed her to carry out a review into how best to encourage start-ups in areas of high unemployment.
