A businessman whose companies have backed 34 Tory MPs made millions from an allegedly corrupt Russian pipeline deal, the leaked Pandora Papers show.

Former oil executive Victor Fedotov owns a firm currently seeking UK government approval for a controversial energy link between the UK and France.

The Conservative Party is facing fresh questions about donations made by the wife of a former Russian minister.

Lubov Chernukhin is one of the biggest donors to the Tories, giving more than £1.8m since 2012.

Leaked documents reveal her personal wealth comes from her husband Vladimir. He has been financially linked to people who were close to the Kremlin.

Mrs Chernukhin's lawyers say she is a British citizen and is entitled to do as she wishes with her money.

Her donations to the Conservative Party have given the 48-year-old access to figures at the top of UK government.

Mrs Chernukhin's winning auction bids have seen her play tennis with Boris Johnson and dine with Theresa May, when she was prime minister.

But until now, very little has been known about the Chernukhins' wealth and where it comes from.

The documents in the Pandora Papers leak of internal files and correspondence from offshore financial firms show the couple are linked to a network of 32 companies, three trusts and more than £100m in assets.

The documents indicate that Mrs Chernukhin's wealth comes from her husband, with one email describing her as being "financially supported by her husband", and another as "a housewife".

One document shows Mr Chernukhin's offshore company loaned £4m to his wife's UK company.

The latest revelations follow separate allegations about two businessmen linked to donations to the party.

One of the biggest revelations in the Pandora Papers leak is how prominent and wealthy people have been legally setting up companies to secretly buy property in the UK.

The documents reveal the secret owners of more than 1,500 UK properties bought using offshore firms.

Successive UK governments have committed to end the secrecy over who owns properties in the country.

Under current rules, only the immediate owner of a property has to be declared. So if you want to hide your name, you can list the owner as a company instead, which is set up in a country with high levels of secrecy. This means there is no way to see who runs the secret company abroad.

The government published draft legislation in 2018 that would change the rules. It would require the name of the ultimate owner to be registered, rather than just the immediate owner.

Last year a ministerial statement said the new law would make it clear that “the UK property market is not a safe haven for dirty money”.

The 2019 Queen’s Speech included a commitment to progress with the legislation. But it is still waiting to be introduced to Parliament.

Mikhail Gutseriev – a Russian oligarch who was sanctioned by the UK in August for his close relationship with Belarus President Alexander Lukashenko.

The Pandora Papers reveal that his son owns a multi-million pound office block through a secret offshore company, purchased for more than £40m.


Mr Gutseriev is the founder of Safmar Group, a Russian conglomerate with interests in oil, coal, property and retail.

Why are there sanctions against him?

Following the crackdown on human rights and democracy in Belarus in 2020, the UK and EU have recently brought in sanctions against President Lukashenko, along with Mr Gutseriev and other close associates.

The British government has accused the Belarusian regime of continuing to "crush democracy and violate human rights".

It described Mr Gutseriev as "a prominent Russian businessman who is one of the main private investors in Belarus and a longstanding associate of Alexander Lukashenko". It added that he had "provided support for the government of Belarus, including through use of his business interests".

Mr Gutseriev is no longer involved in Safmar, which is now part-owned by his son, Said, a British citizen.

How has his son responded?

Said Gutseriev's representatives told the BBC he did not have "any business links with his father".

His lavish wedding made headlines in 2016 - it featured performances by Jennifer Lopez and Enrique Iglesias and was reported to have cost $1bn.

'Tony and Cherie Blair did not have to pay £312,000 in stamp duty when buying a £6.45m London townhouse, leaked documents show.

The ex-Labour prime minister and his barrister wife bought the property as an office for her business in 2017 by buying the offshore firm that owned it.

Mrs Blair said the sellers had insisted the building was sold in this way but they had brought it under UK control.

She said they would be liable to pay capital gains tax if they sell it.

When the property was put up for sale, the ultimate owners were a family with political connections in Bahrain - but both parties say they did not initially know who they were dealing with.

Mrs Blair said her husband's only involvement in the transaction was that the mortgage for the property used their joint income and capital.'

Johnson’s luxury Spanish holiday villa linked to offshore tax havens

The luxury Marbella villa where Boris Johnson has been staying this week is linked to a number of offshore tax havens, it has emerged.

The Spanish estate – with two swimming pools, organic farm and private woodland – has been lent to the prime minister by environment minister Zac Goldsmith.


But documents seen by the Guardian indicate that the villa has been held by an opaque offshore structure based in several tax havens.

They suggest that Goldsmith and his family may have owned the property through a Maltese company held by firms in Turks and Caicos – and administered by a wealth planning company in Switzerland.
