The Downing Street partygate scandal has damaged the ability of governments to deal with future health crises, the Covid inquiry has heard.

Giving evidence, former cabinet secretary Lord O'Donnell said "under no circumstances" would he have allowed similar parties to take place.

Police issued 126 fixed penalty notices to 83 individuals over events held in and around Number 10 in 2020 and 2021.

At the time, Boris Johnson said he "fell short" of his own rules.





In other testimony, Lord O'Donnell suggested the type of scientific and technical advice available to ministers should be expanded to include experts in more areas.

The Sage group of scientific advisers, which met regularly through the pandemic, was largely made up of epidemiologists, who study the spread of disease, alongside mathematical modellers and behavioural scientists.

Lord O'Donnell suggested, in the future, Sage needs to be part of a broader group which includes specialists in other subjects as well.

"If the question you are asking is 'shall we close schools?', then you need experts on the impact on education, on children, on parents, on the general effect on the economy," he elaborated. "As well as the things which Sage would be really good at answering, which is the impact on transmission.

"You need to balance these things together, which is a hard thing to do."

This second stage of the Covid Inquiry is examining political decision-making during the pandemic, from January 2020 until February 2022, including the timing and effectiveness of lockdowns and other social-distancing restrictions.

Eye-opening messages sent between Boris Johnson and Dominic Cummings about the government’s handling of the start of the pandemic have been released for the first time.

In a WhatsApp exchange between the former prime minister and his then chief of staff, released by the Covid inquiry, Mr Cummings described the Cabinet Office as “terrifyingly s***”, and said it had no proper plans in place for lockdowns.


The messages also revealed that Mr Cummings told his boss that some civil servants wanted to delay ordering people to stay at home as they “haven’t done the work and don’t work weekends“.

The shocking messages also reveal Mr Johnson thought it was “wrong” for the prime minister to meet Scotland’s leader Nicola Sturgeon and Wales’s first minister Mark Drakeford regularly during the pandemic.

Mr Drakeford had been frustrated by what he saw as a lack of meetings with Mr Johnson’s government, but the PM believed working closely with the heads of Wales, Scotland and Northern Ireland would leave the UK looking like a “mini-EU of four nations”.

“That is not, in my view, how devolution is supposed to work,” he said.

Actually some of the points suggest there could have been so called “lockdowns “ for less time if government had acted quicker.

Stopping planes from China in January, restricting travel in February etc.
sporting events behind closed doors may have prevented the months without any sporting events.

2 years of school exams were cancelled with teachers dishing out top marks .
Expect the report to emphasise the need to ignore unemployment school dropouts on the scrounge  who haven’t got a clue & pay more time listening to those who understand the subject.

U.K. had Boris as PM , his desire to keep everything open & let the virus rip may well have resulted in longer “lockdowns “.
Closing schools while 18 year old school children could go to the pub seems the wrong emphasis on education.

Dermot Keating, counsel for the inquiry, was asking the questions, and he has just asked Glassborow about an entry in Sir Patrick Vallance’s diary in which Vallance, the chief scientific adviser at the time, records Boris Johnson as referring to the Treasury as the “pro-death squad”. Johnson reportedly used the phrase in January 2021, when he wanted the Treasury to back him in arguing for an early lifting of lockdown measures.

Johnson was referring to the Treasury being in favour of prioritising the economy in internal debates on lockdown policy.

Glassborow told the inquiry he did not recall that phrase being used.




Reading from Vallance’s diary, Keating said:

There is an entry … at meeting on 25 January 2021 the PM is recorded saying he wants tier 3 March 1, tier 2 April 1 Tier 1 May 1 and nothing by September, and he ends it by saying the team must bring in the pro-death squad from HMT. Do you recall the phraseology by the prime minister referring to HMT as the pro-death squad?

Glassborow replied:

As I say, this I think refers to a meeting from a couple of years ago. I don’t recall that specific phrase. I see that this is from Patrick’s notebook. I wouldn’t dispute what he’s recorded, but I don’t recall the phrase at all.

Should be serving life imprisonment these people,they caused the deaths of 10s of 1000s of people that should've lived maybe a 100 thousand and it wouldv'e been even worse with some of the thjngs they were going to do..And ywr we get the same people who should be locked up for life going on about a march,wat a disgusting country we live in.

Vallance at covid inquiry today


Vallance wrote in a private diary note that then-PM Boris Johnson "looked broken - head in hands a lot" in September 2020

The inquiry also heard that Vallance had described Johnson as "clearly bamboozled"
- but that he was not the only Western leader to struggle with the data

Johnson - who will give his own evidence - is also said by Vallance to have been "very sceptical" about long Covid, and once suggested the virus should be allowed to "rip" through the population

Vallance has also criticised Matt Hancock - the health secretary at the time - alleging that he said things "too enthusiastically and too early... without having any evidence"

The former chief scientific adviser has also said key policies were not introduced early enough - including lockdown measures

Matt Hancock is giving evidence before the UK Covid inquiry - which is focusing on decision-making during the pandemic

He told the inquiry that with hindsight the government could and should have locked down three weeks earlier than it did on 23 March 2020

There is no proof for claims made by other witnesses that he lied to colleagues, Hancock said, calling these "false allegations"

Hancock, who was health secretary throughout the pandemic until he resigned in 2021, defended his department against criticism from previous witnesses

Some of his evidence today is highly
questionable, like not knowing about
asymptomatic infection in March 2020,when
there is contemporaneous evidence from
numerous sources still doing the rounds
to show that it was known about.
