Because they spent all out money on the bailout of the socialist bankers and need some more stealth taxes. Soon you will have to pay to flush the loo, not just on Ryan Air but at home. All loos will be centrally flushed from Whitehall's newest department. A £1 per flush surcharge will apply or £.90 if you do it online.

very little cash will get to victims - it will be eaten up by bureacracy. This is a sound bite like the proceeds of crime act which costs more to collect than is collected.

The only ones who dont pay it are the ones who don't receive a fine.

So if you commit one of the crimes that results in a claim from a victim, and you get sent to jail for it, you dont have to pay the fifteen quid.

I'm guessing fines are in the inflation figures so keeping it at £60 and adding a levy means 0% inflation instead of just putting it to £75 which is 25% inflation.
