Yes, I've just checked it for 2005. They would have had a majority (smaller), but this fact was true up until recently (possibly up until 2005). It matters not exactly when they got a majority in England as far as the answer to the question asked is concerned though as it has always been a smaller margin and rarely a Labour majority.

Labour will struggle for the Welsh vote next year - current prediction is a weak third place.
