Not only that. Good ideas from non-civil servant/politicians are dismissed out of hand all the time. How many times have you listened/watched some panel of e.g. scientists present an idea only for it to be immediately dissed by government.

If you had a good idea for the country and could budget it properly you've got no chance of seeing it implemented.

Why is that?
