There T+C are perfectly clear on the matter

You are not located in the United States of America, Turkey or any other country with a comparable legal situation - Betfair may from time to time determine these countries.

So either you are ok cos you are not in the USA or Turkey

or

Betfair haven't bothered to update their T+C for the many countries they now restrict in the vague hope that the phrase "comparable legal situation" covers them in some way.
