Has he had a bet with someone about how many times he can use the phrase "I have to say" in a single broadcast? Seems to be shoehorning it in to just about every sentence, sometimes more than once.
I just random tested this , been watching another channel, it was the fifth word he said.
He's been saying it since day one, just another reason why I watch ATR with the sound off.

Maybe he went to the 'Claude Duval School of Broadcasting'?
Claude would often start a sentence with..."I have to tell you...." and then it would be followed by something like 'no favourite has won this race since Queen Victoria was on the throne'.
