took them ages to open the photo betting up.  just enough time for someone to make sure there was no chance of a dq, no chance of it not winning, then load the money on and press the un-suspend button ?

In most races, the keep bets on the winner are filled in. You'd have to have two things happen here, the winner still backable ir but the clear winner.
