The racing video providers use commercial CDNs (content delivery networks. eg Akamai) to distribute their video across the internet.
And those CDNs have a number of local distribution nodes around the country where they move video streaming data off the CDN's private network and onto the public Internet for us to pickup.
So knowing your ISP and the like ought to give clues as to which of the CDN distribution nodes you are hitting and hence the likely source of the fault.

Sometimes the LV on the rtv tracks has that feed with the speedo icon in the corner which is miles behind, have to keep reloading until you get the one witthout that icon which is the normal one.
