The face nappy could explain it if he was wearing one, inhibiting the flow of oxygen to the brain and stopping his brain from functioning properly.

Stewards should include instances like this in their reports and penalise accordingly but it's much easier to stick to the easy targets.

Don't you think it is the racetrack who/which should be penalised?  Has somebody told this groundsman to do what he was doing ( and given no consideration to safety ) or did he see an issue, take the initiative and decide to deal with it?  I would imagine it is the latter.  He's tried to do his best but hasn't realised the potential for danger.  Doesn't deserve sacking just needs training, imv., and training is someone higher's responsibility.  Thankfully no-one was hurt.
