It’s not actually as irrelevant as you might think. As I found out when raised the exact same point you made to the RM. Aside from that, it’s basically because the kennel have the numbers and the track has to fulfil its number of races for the media rights contract. When I muted that it could raise integrity issues, was told that wasn’t their concern.
