What's going to happen is, the Prem have wanted to look tough by levelling the charges at City in the first place, in the interim however the prem will cite just how unstable the league became this season with the points deductions suffered by Everton and Forest and abolish deductions in future thus saving City from any potential threat of relegation.
If you were a cynic you could argue that Everton and Forest were both unwitting bit part players in the bigger game to allow City off the hook.
