I believe it's more to do with police interference, concerns about 'rivalry games' on the last day making 'trouble' much more likely.
Try finding the last time Arsenal played Spurs on the last day and calculating the odds of that not happening since.
So it predates any concerns about English teams being worn out for Europe. Though, if we tried to change it now, what YHTL says would indeed be the main objection.
It's crap though IMO, as makes season more anti-climatic than it needs to be.
I would not only not rule out the best teams playing each other at the end, I would try and guaranteee that they do meet.
I would only use the current computer model for the 1st half of the season. The league table at halfway would determine the rest of the fixtures, So the 1st place team would play 19th,18th,17th.... down to 1st v 2nd place on last day.

Of course Mecca what an incredible end that was I was in a pub in north Manchester and I couldn’t believe the celebration when that went in no idea why it was on a Friday night ,for me that was better than aguero and that’s nothing to do with who I support.

The games mentioned were all 'accidentally' the last game, never scheduled.
Including the 1971 Spurs/Arsenal game.
League games postponed due to weather or Cup runs etc could be rearranged for the week after the scheduled last day.
That was stopped due to some dodgy results.
The last scheduled day is now always the actual last day.
So those games will never happen again, unless something like I suggested was put in place.
