Part of the problem with the England team is this :
The manager , and they tend not to pick the best players

Now in club football that’s not such a factor
Good players will find their way into the team somewhere
And before you know it they’ve won the league .. and maybe even the European cup the following years

Managers don’t have the same ability to fk up

If I remember correctly it was a Scottish team that won it first for the British Isles.
The first English team to win it, Manchester United, had seven English players in their 11, four foreigners.

English teams do have the most wins in the UEFA Cup Winners Cup (England 8; Spain 7; Italy 7)
That competition was abolished in 1999 so that record will never be beaten
