Think The Rockford Files probably is Number 1 , superb theme , average at best programme from what i recall (though David 'The Sopranos' Chase was a writer on it )

Cagney & Lacey great theme , but a decent programme IMO

Don't know whether the programme was rubbish, as it was overdubbed from the original German, so I couldn't lip-read it. But the theme tune was majestic.
