my recollection is that something similar to your hypothesis happened at Eagle Farm in the 80's or early 90's---stewards declared the horse had an unfair "start" (disadvantaged)---but still won----it as then put to the owners who, of course, waived the entitlement to have it declared a non - runner --

I seem to recall a number of years ago a horse placed but was declared a non runner, so they changed the rules? I could be making it up though

pretty straight forward me thinks denied a fair start moneys back many moons ago backed a horse at mornington the attendant had hold of its head and somehow managed to rib the the bit out of its mouth the horse ran second beaten a nostril trainer protested stewards dismissed winxs is to valuable to play round with having said that if you want to get a horse beaten then the barriers are the place to do it all concealed
