API's that work with Betfair, The Geeks Toy for example allow you to request matches for any amount.

min bet is $5 but if you put a bet up for $5 and then change it to $5.50 you then have two bets instead of one bet. one of $5 and one of $0.50. then you cancel the $5 bet and there's your magic 50c bet

It could be any of those, some involving skullduggery, some not. You would have been better off having only 1 cent matched so you would have paid no commission on your 13 cent win
