If outside I usually have no problems logging on to connect to Betfair or a Bookies site to place a bet. However for some reason when trying for the RP site I get a screen to the effect it  is not allowed as it is a gambling site!

Have you tried contacting Racing Post - to see if others have had the same problem?

They may offer some sort of solution, if so.

by the time the webpage loads on the RP site, the race has been over 15 minutes

onlooker. They would want more details than I can give just from logging on from various sites. One recent one was outside Harry Ramsdens and it has always happened at Eastbourne hospital but I could use Betfair and Paddy Power from each.

I'd be very wary of using public wifi for any financial interaction - esp betting. That's how people get log ins and people find their accounts emptied on bets they didn't place a few days later.
