I would imagine that the ban will be served and they’ll then return. You can’t really ban someone for a year then still not pick them for the same offence.
They’ve done this very well so far: savage the bowling initially then slow down a bit but still keep consistently scoring above the current RRR to take the pressure off even for the quieter over and play the odd big shot still to the right ball.

Woakes in for a bowler, obviously.
I wouldn’t dream of playing Stokes ahead of Ali. In the lower middle order hitter role Ali is our best option over Stokes or anyone else you demote and he’s a more reliable and much less injury prone bowler too. He’s been very good with the ball recently and is pretty economical by modern standards. It wouldn’t be terrible to have Root and Stokes be your fifth bowler but I see essentially no upside in weakening your attack by leaving Ali out.

I’ve just had probably my biggest day ever. Don’t keep proper records but can’t recall a £5.5k day before. Toss and match odds here and a whole series of winning football bets, including thousands on Argentina Croatia, with a very decent slice of my bank at stake, which I didn’t even watch much of because of children and cricket. I’m celebrating with a quiet sit down and contemplate.
